Rai and Leone were sifting through mountains of documents, one after another.
But the sheer volume of them, all disorganized, made it a brutal slog.
"Ugh, this one's about 'Next Term Budget,' so, NEXT!"
"And this is the 'Proxima City Festival Security Plan'? Seriously, this isn't something we can just toss aside, right!?"
While they were frantically flipping through the piles of papers, Rai stumbled upon a peculiar document.
""'New City Redevelopment Plan'?""
It was an odd document to find in the hands of the Provost Marshal.
He skimmed through it, and there it was...
"Ms. Leone!"
"What is it? What's wrong?"
"Look at this!"
Rai held up the document for Leone to see.
It detailed a new urban development project spearheaded by the Proxima Administration.And the area targeted for redevelopment?
The slum.
"What do you think, Rai?"
"It doesn't seem directly related to the Provost Marshal's duties... or rather..."
Rai paused, a frown creasing his brow as he brought a hand to his chin, lost in thought.
"A backroom deal from the Administration?"
That was the conclusion he came to.
"'We'll take care of the troublemakers in the slum, and you guys just look the other way, don't make a fuss' – something like that."
Now that he thought about it, there was a huge discrepancy between the information Rai had gathered and what he'd heard from the slum dwellers.
Something big must be happening in the slum, yet the city officials seemed completely oblivious.
Rai had initially thought it was just a matter of differences and conflict between the residents, but it was probably something else.
They were intentionally silencing the voices and information from the slum.
The Administration wanted to get rid of the troublesome slum residents, quietly, without the knowledge of the city's inhabitants.
And they were asking for the Provost Marshal's cooperation, or rather, Captain Bailey's.
"If that's the case, then... the Reincarnator attacking the slum people..."
Leone's eyes widened as she murmured.
She had always been doubtful about that point.
What benefit could attacking them, who lived in the slums, possibly bring to the Reincarnators?
"It wasn't just to try out some cheat ability; the attack itself was the real goal."
Unthinkingly, her grip on the documents tightens with unnecessary force.
Rai's hand trembles with fury.
A cooperative relationship between the Proxima Administration, the national peacekeeping militia, and the Reincarnators, who are the enemies of the Holy Church.
Even though the Count Eltor's incident shares a similar structure, the scale and circumstances are completely different.
Just who is involved, and how deeply, is the real question.
Depending on the outcome of this mission, the victims won't be limited to just the Reincarnators.
──It could very well ignite a flame of war between the nation and the religion.
"This could be the worst incident in history."
